These do need frames to be worn.
These are used, surplus items. Because of their age, the waterproofing on the inside of the cover has turned to dust, and this may have gotten on the rucks. Luckily, this is easy to clean off, and after some TLC these will be great functional rucksacks. No frame, but the straps are included.
